Job Purpose
The Construction Associate provides essential technical support for construction activities within the UNICEF Country Office in Venezuela. This role is crucial for the planning, procurement support, and on-site monitoring of construction projects, ensuring they align with programmatic needs and contribute to achieving positive results for children. By effectively managing construction interventions, the Associate helps maintain UNICEF's credibility as a responsible fund manager and enhances its image as a competent organization delivering cost-effective and sustainable program outcomes. The position directly impacts programmatic goals, ensuring that construction efforts support the overall mission of protecting children and communities, especially in the context of post-earthquake recovery and ongoing socioeconomic challenges.
Responsibilities
The Construction Associate is responsible for preparing the annual work plan for construction activities, ensuring alignment with UNICEF's strategic objectives and the specific needs of the country program. This includes close collaboration with UNICEF Programmes/Operations and coordination with Government counterparts to facilitate project implementation and ensure compliance with national regulations and standards. The incumbent will prepare necessary design and technical documents, providing the foundational specifications for construction projects. A key function is providing support to the procurement process for construction-related goods and services, ensuring transparency, efficiency, and value for money. Furthermore, the Associate will be responsible for the diligent monitoring of construction projects on-site, verifying quality, adherence to timelines, and budget constraints. This includes identifying and addressing any challenges or risks that may arise during the construction phase, and reporting on progress to the Supply and Construction Officer. The role also involves contributing to the assessment of evolving needs and responding to child protection concerns related to construction, in line with UNICEF's core commitments for children in humanitarian action.
Work Experience
Minimum of six years of relevant administrative experience in project monitoring. A Bachelor's degree in a relevant field can substitute for three years of experience, and a Master's degree for an additional two years.
