UNICEF Algeria, in line with its cooperation program with the Algerian government, aims to promote the meaningful participation of adolescents and youth in development, governance, and decision-making processes. This aligns with the Convention on the Rights of the Child and the Sustainable Development Goals, prioritizing national youth development.

Job Purpose

The consultancy focuses on preparing, facilitating, and capitalizing on a national workshop to present research conducted by young people as part of the Youth Participatory Action Research (Y-PAR) initiative. This phase is critical for transforming research findings into actionable knowledge, operational recommendations, and advocacy messages to inform public policies and programs for adolescents and youth. The consultant will ensure the specificity of each research is preserved, distinguish territorial findings from cross-cutting trends, and clarify methodological limitations before formulating recommendations or advocacy messages.

Responsibilities

The consultant will be responsible for developing a methodological note including a work plan, detailed agendas for two events, facilitation methodology, animation tools, and a capitalization plan. They will also prepare a technical kit validated by UNICEF and young researchers, comprising a results consolidation matrix, harmonized presentations, facilitation guides, restitution templates, recommendation sheets, advocacy messages, coaching notes, and feedback collection tools. Furthermore, the consultant will facilitate a two-day national restitution workshop, producing a technical report detailing the proceedings, validated findings, convergences, divergences, limits, prioritization methods, recommendations, advocacy messages, decisions, and proposed adjustments for the national day. They will also provide technical preparation and facilitation for the national restitution, dialogue, and advocacy day, including stakeholder mapping, detailed minute-by-minute schedule, validated youth supports, moderation notes, guiding questions, and a matrix for recording responses and commitments. Finally, the consultant will produce a final consultancy report with an executive summary, the national day report, consolidated research synthesis, final recommendations, validated commitment matrix, and a follow-up plan.

Work Experience

Minimum of 5 years of professional experience in program management, research facilitation, workshop organization, and report writing, preferably within the UN system or for international development organizations. Experience with youth-focused programs and participatory research methodologies is essential.
