Job Purpose

The National Skills Building Specialist Consultant will provide crucial technical support to UNICEF's initiatives aimed at enhancing skills building and job orientation for unaccompanied children and young refugees and migrants. This role is pivotal in integrating innovative models into national systems through online webinars, in-situ training, and the promotion of e-learning content via the Learning Passport platform. The consultant will collaborate with government and non-governmental stakeholders to ensure these models are effectively delivered to teachers, educators, and frontline workers. A key aspect of the role involves supporting the piloting and documentation of the Skills4Youth programme within the Ministry of Labour and Social Policy's socio-labour insertion program. Furthermore, the consultant will contribute to UNICEF's advocacy efforts focused on the right to education for unaccompanied children, ensuring that evidence and youth perspectives inform systemic change and policy development. This includes monitoring relevant policies and facilitating dialogue among stakeholders to address operational challenges and exchange best practices.

Responsibilities

The consultant will be responsible for providing technical support in capacity development for frontline workers, educators, and teachers involved in skills building programs for vulnerable youth. This includes designing and delivering training modules, developing learning materials, and facilitating workshops that enhance the skills and knowledge of these professionals. Additionally, the consultant will engage in policy dialogue and advocacy related to learning-to-earning pathways for unaccompanied children. This involves analyzing existing policies, identifying gaps and opportunities, and contributing to advocacy strategies that promote the inclusion and development of these young individuals. The role requires active participation in stakeholder meetings, contributing to the development of joint work plans, and ensuring the effective implementation of program activities. The consultant will also be involved in monitoring and evaluating the progress of skills-building initiatives, collecting data, and preparing reports to inform future programming and advocacy efforts. This includes documenting best practices and lessons learned from the integration of the Skills4Youth program into national systems. Collaboration with research institutions and government bodies will be essential to ensure evidence-based programming and to foster systemic change that benefits children and adolescents with a migration background.

Work Experience

Minimum of 3 years of relevant professional experience, including at least 1 year in project management. Proven experience in research, using evidence for programming/advocacy, developing learning materials, and capacity building of frontline workers or teachers. Experience working directly with children/adolescents with a migration background is also required.
