Job Purpose
The purpose of this consultancy is to conduct a comprehensive feasibility study for the sustainable management of a rehabilitated Sports Complex and a Computer Room in Bissau. This study will analyze various management approaches, including public, private, public-private partnership (PPP), community/non-profit, and hybrid models, to identify the most suitable, efficient, and financially sustainable model. The goal is to develop a detailed management and sustainability plan that ensures effective operations, optimal resource utilization, and long-term social, economic, and recreational benefits for over 11,000 children and young people. The study will also address waste management for the Sports Complex and ensure the proper use, maintenance, and long-term sustainability of the computer room and its equipment.
Responsibilities
Conduct a thorough feasibility study for the sustainable management of the rehabilitated Sports Complex and Computer Room in Bissau. Evaluate diverse management models (public, private, PPP, community, hybrid) for both facilities, assessing their financial, operational, and legal feasibility. Analyze factors such as operational efficiency, financial viability, service quality, governance, legal compliance, and risk management for each model. Develop a detailed management and sustainability plan for the Sports Complex, incorporating waste management strategies and ensuring effective operations, optimal resource use, and long-term benefits. Develop a similar plan for the Computer Room, focusing on proper use, maintenance, and long-term sustainability of the room and equipment. Recommend the most appropriate, efficient, and financially sustainable management model, supported by a practical sustainability plan, to ensure the long-term operational success and community impact of both facilities. Present findings and recommendations to UNICEF and relevant stakeholders.
Work Experience
Minimum of 5 years of professional experience in project management, feasibility studies, or management consulting, preferably in the context of infrastructure management, sports facilities, or community development. Experience working with international organizations or NGOs is an asset.
