Job Purpose

The consultant will contribute to the integration of Education for Sustainable Development (ESD) into the national education system in Madagascar. This involves conducting a comprehensive documentary analysis of existing strategies, programs, and tools related to ESD, identifying synergies and gaps. The consultant will also engage in structured consultations with various stakeholders, including government ministries, teacher training institutions, educators, unions, NGOs, parents, and professional associations, to gather insights and recommendations. Field observations in schools will document pedagogical practices and community dynamics. The ultimate goal is to co-construct a strategic framework and develop a five-year action plan for ESD implementation, including validation and dissemination support, and the creation of relevant training modules.

Responsibilities

The consultant's work will be structured in several key phases. Initially, a documentary analysis will examine national and international frameworks, strategies, and tools for ESD in education, identifying relevant references (PGE, PANErEDD, PErEDD, SDGs, Agenda 2030, LOSEM), potential synergies, and areas needing improvement. This will be followed by structured consultations with central administration, teacher training institutions (MEN, INFP), teacher representatives, unions, NGOs, parents, and professional associations through workshops and interviews to gather expectations and recommendations. The consultant will conduct field observations in schools to document pedagogical practices, classroom dynamics, and ESD integration, incorporating local knowledge and community experiences. Based on this data, a strategic document will be co-constructed, defining intervention areas, implementation mechanisms, institutional roles, and monitoring indicators, with iterative feedback from a steering committee. A detailed five-year action plan will then be developed, outlining objectives, activities, timelines, responsibilities, and budget estimates. Finally, the consultant will support the validation and dissemination of the strategic document through workshops and contribute to communication strategies, as well as develop training modules on priority ESD themes aligned with national curricula and environmental priorities, defining pedagogical structures and creating associated learning resources.

Work Experience

Over 5 years of experience in the education, social, or environmental sectors in Madagascar, with expertise in strategic planning, institutional coordination, public policy formulation, or national program implementation support. Proficiency in participatory pedagogical approaches and ecological citizenship education is required. Strong experience in conducting analyses is also necessary.
