Job Purpose
The Financial Management Consultant will be responsible for managing finances within the Ukraine Water Resources (UWR) project in strict accordance with the Financial Agreement and the Operational Manual for Program Implementation. This role is crucial for ensuring compliance with all budgetary procedures and payment processes. The consultant will provide essential support to the Project Implementation Units (PIUs) and will be tasked with compiling and preparing comprehensive budgetary and financial reports. The primary objective is to ensure sound financial management for the UWR implementation, including the meticulous review and approval of all financial documentation, accurate preparation of financial reports, and efficient processing of disbursement documentation. The consultant will also prepare financial information for donors and management, and consolidate beneficiaries’ financial plans, as well as prepare Allocation Requests and Loan Fund Transfer Agreements.
Responsibilities
The Financial Management Consultant will oversee and manage all financial aspects of the Ukraine Water Resources (UWR) project, ensuring adherence to the Financial Agreement and Operational Manual for Program Implementation. Key responsibilities include ensuring compliance with budgetary procedures and payment processes, and providing critical support to Project Implementation Units (PIUs). The consultant will be responsible for compiling and preparing detailed budgetary and financial reports for internal and external stakeholders. This involves the thorough review and approval of financial documentation, accurate preparation of financial reports, and efficient processing of disbursement documentation. Furthermore, the consultant will prepare financial information tailored for donors and management, and consolidate the financial plans of beneficiaries. The role also includes preparing Allocation Requests and Loan Fund Transfer Agreements, and undertaking other financial management tasks as assigned by the Head of PMSU. Experience with International Financial Institutions (IFIs) and their financial management and disbursement requirements, such as the EIB, is highly desirable.
Work Experience
At least 5 years of experience in public financial management, financial management of investment projects, or financial management under IFI-financed programmes. Experience with the EIB is considered an advantage.
