Job Purpose
The Chief Social Policy will lead, manage, and supervise all aspects of Economic and Social Policy programming and advocacy in Syria. This role is crucial in adapting UNICEF's approach to the country's transitional context, ensuring the social policy program is effective in delivering results for children. The purpose is to improve public policies for child poverty reduction, strengthen social protection systems, enhance child-focused public investments, improve governance and decentralization for social services, and support livelihoods and economic opportunities, aligning with UNICEF's Strategic Plan and the UN's efforts in Syria.
Responsibilities
The Chief Social Policy is responsible for leading and managing all stages of Economic and Social Policy programming and advocacy, from strategic planning to results delivery. Key accountabilities include providing managerial leadership, improving data on child poverty and vulnerability for policy action, strengthening inclusive and shock-responsive social protection systems, enhancing the use of public financial resources for children, and building the capacity of local governments for child-focused social services. The role also involves focusing on livelihoods and economic opportunities, strengthening advocacy and partnerships for child-sensitive social policy, and overseeing UNICEF's Programme Management in this area. This encompasses direct program work with government, international financial institutions, development partners, and civil society, as well as supporting related teams in education, health, nutrition, child protection, and water and sanitation.
Work Experience
A minimum of ten years of progressively responsible professional experience in economic and social policy areas is required, including specific and demonstrable experience in leading, managing, and/or advising on economic and social policy.
