Job Purpose
The Risk & Safeguarding Manager in Pakistan will coordinate the office’s assessment and management of risks and safeguarding standards from both operational and programmatic perspectives. This role is crucial for developing, implementing, and monitoring the country programme, ensuring effective and timely delivery in line with UNICEF rules and regulations. The manager will collaborate with various UNICEF offices, external partners, and agency counterparts to support programme design, delivery, and monitoring. They will provide regular feedback on risk management and safeguarding status at programme and project levels, offering advice for improvements to keep activities on track and ensure alignment with the UN's Strategy for Sustainability Management.
Responsibilities
The Risk & Safeguarding Manager is responsible for Enterprise Risk Management (ERM), ensuring a comprehensive approach to identifying, assessing, and mitigating risks across the country office. This includes developing and implementing ERM frameworks and processes. A key focus is on Social and Environmental Safeguarding (SES), ensuring that all programmes and operations adhere to UNICEF's safeguarding policies, including the prevention of sexual exploitation and abuse (PSEA). The role also involves Programme Implementation Risk Management (PRM/HACT), overseeing the harmonized approach to risk-based assurance. Furthermore, the manager will handle the management of operational risks and business continuity, developing plans to ensure uninterrupted operations during crises. This includes regularly reviewing the PCO’s Roles, Responsibilities and Authorities Framework to ensure clarity and accountability. A significant part of the role involves Capacity Building and Consultations, providing training and guidance to UNICEF staff and partners on risk management and safeguarding principles and practices, fostering a culture of risk-aware and safeguarding-conscious operations.
Work Experience
A minimum of 8 years of relevant work experience at national and international levels in Risk Management, Programme Management, and Safeguarding is required. This includes at least five years of progressive experience within UNICEF or a comparable international organization in developing countries.
