Job Purpose
The Emergency Specialist (Planning and Reporting) will provide regional leadership and technical support to UNICEF Country Offices and the Regional Office in the MENA region, focusing on humanitarian planning, budgeting, information management, and reporting. This role is crucial during a period of structural transition as the MENARO and ECARO merge into a single regional office (ECAMENA). The incumbent will ensure the quality, coherence, and timeliness of humanitarian strategies, appeals, situation reporting, and response, aligning with UNICEF's humanitarian policies and corporate guidance. The position also supports the harmonization of planning and reporting systems and processes across the two merging regions, contributing to effective humanitarian action and resource mobilization.
Responsibilities
The Emergency Specialist (Planning and Reporting) will be responsible for Regional Humanitarian Planning and Appeals, including supporting country offices in developing and refining humanitarian strategies and appeals. They will manage Humanitarian Reporting and Information Management, ensuring timely and accurate situation reports, response updates, and data management. The role involves Budgeting, Performance Monitoring, and Corporate Reporting, overseeing humanitarian budgets, tracking performance against targets, and ensuring compliance with corporate reporting requirements. Additionally, the specialist will provide Technical Support and Capacity Strengthening to country offices on planning, reporting, and information management best practices. They will also contribute to Emergency Surge and Crisis Escalation Support by assisting in rapid response planning and resource mobilization during emergencies. Finally, the incumbent will play a key role in Regional Coordination and Merger Transition Support, facilitating collaboration and harmonization efforts between the merging regional offices (MENARO and ECARO) to ensure a seamless transition and enhanced regional humanitarian response.
Work Experience
A minimum of two years of relevant professional experience in humanitarian action, emergency preparedness, and response, with a focus on planning, reporting, and information management. Experience in a UN or international organization context is desirable.
