Job Purpose

The consultant will be responsible for developing the National Strategy for Mobilizing Financing for the Water, Sanitation, and Hygiene (WASH) sector in Côte d'Ivoire. This involves a comprehensive review of existing policies, financial data, and sector analyses, followed by extensive consultations with various stakeholders including government ministries, local authorities, financial institutions, the private sector, civil society, and academia. The goal is to create a robust strategy and operational roadmap to ensure sustainable funding for the WASH sector, addressing short, medium, and long-term financing needs and exploring innovative financing mechanisms, including climate finance.

Responsibilities

Under the supervision of the UNICEF WASH Programme Chief and the WASH Sectoral Group Technical Secretariat, the consultant will: - Conduct a documentary review and sector analysis of WASH financing, including policies, JMP data, public expenditure reports, and previous sector reviews. - Hold interviews and consultations with sectoral ministries, the Ministry of Finance and Budget (MFB), the Ministry of Planning and Development (MPD), local authorities, regulatory and management bodies, Development Partners (DPs), financial institutions, the private sector, civil society organizations, and academia. - Perform a quantitative mapping of public and private financial flows and estimate short, medium, and long-term financing needs. - Conduct regional and international benchmarks on innovative and climate financing mechanisms applicable to the WASH sector. - Facilitate a restitution workshop for the diagnosis and a scenario workshop with the Steering Committee (COPIL). - Draft the national strategy for mobilizing WASH financing and its operational roadmap. - Support the organization and facilitation of at least three consultation workshops and a multi-stakeholder national validation workshop. - Integrate feedback from consultations and validation bodies into successive versions of deliverables. - Ensure the editorial and analytical coherence of all deliverables throughout the process.

Work Experience

At least 10 to 15 years of professional experience in WASH sector financing, sectoral public finance, or the development of financing strategies for social or infrastructure sectors. Proven experience in developing at least one similar sectoral strategy or investment plan, preferably in sub-Saharan Africa.
