Job Purpose

The consultancy will provide technical and organizational leadership to evaluate the changes achieved by the project “Comprehensive Participatory Disaster Preparedness focused on Highly Vulnerable Communities” in Venezuela. The evaluation will be carried out through three emergency simulations in the states of Sucre, Delta Amacuro, and Zulia, as part of disaster preparedness and response efforts. The work will aim to measure the strengthening of community capacities for risk management, preparedness, and emergency response, with an emphasis on children, adolescents, women, and vulnerable communities. It will also contribute to reinforcing the resilience of populations affected by climate change and displacement, promoting more robust response systems and better-prepared communities.

Responsibilities

The consultant will be responsible for executing the following activities within the framework of evaluating the project's impact and effectiveness: - Design and Methodology of Evaluation: Develop a robust evaluation framework and methodology tailored to the project's objectives and the context of disaster risk reduction and emergency response in Venezuela. This includes defining key performance indicators, data collection tools, and analytical approaches. - Execution of Simulation Exercises: Plan, organize, and facilitate three emergency simulation exercises in Sucre, Delta Amacuro, and Zulia states. This involves coordinating with local authorities, community leaders, and relevant stakeholders to ensure realistic scenarios and effective participation. - Monitoring: Oversee the monitoring of simulation exercises, collecting data on performance, response times, communication effectiveness, and decision-making processes. Identify strengths and weaknesses in community preparedness and response mechanisms. - Expected Products: Produce comprehensive reports detailing the evaluation findings, including an assessment of community capacity building, lessons learned, and recommendations for future interventions. Deliverables will include simulation reports, a final evaluation report, and presentations of findings. - Stakeholder Interaction: Engage with various partners, including government agencies, NGOs, community-based organizations, and UNICEF country office staff, to gather information, facilitate simulations, and disseminate findings. Ensure effective communication and collaboration throughout the consultancy.

Work Experience

At least 10 years of general professional experience. At least 5 years of experience directly linked to emergency management and/or disaster risk reduction.
