Job Purpose
The Procurement Services Manager position is key to strengthening Procurement Services within the large Ethiopia Country Office (ECO). The role will lead and manage large-scale partnerships with local partners and development partners, providing strategic procurement services and country support. It is also responsible for supporting national supply chain system strengthening and capacity building. Under the direct supervision of the Chief of Supply and Logistics, the post manages the complex and large Procurement Services (PS) function of ECO, engaging with the Government, Development Partners, Banks, Implementing Partners, and Programme Sections on procurement services, end-to-end supply chain system strengthening, and supply financing.
Responsibilities
The Procurement Services Manager is responsible for the Management of the Procurement Services Portfolio, which includes planning, forecasting, strengthening partnerships, implementation, project management, and monitoring. This role establishes linkages between supply system strengthening, programme implementation, and country/regional priorities through Procurement Services. The manager is also tasked with ensuring internal and external awareness about Procurement Services. This includes proactively capturing and communicating early insights on emerging requirements and opportunities, allowing the Supply Division to work with the Country Office to translate them into potential PS requests. The position requires managing change in a diverse environment, overseeing the effective use of financial and material resources, and supervising and directing a team of professional and support staff. Strong understanding of supply chain processes and strategic thinking to achieve organizational goals are essential.
Work Experience
At least 8 years of relevant work experience in supply management, international level procurement, supply chain management, logistics, project management, public procurement, capacity building, partnership management, government relations, customs clearance, supply planning, and related fields is required.
