Job Purpose
The international consultant will provide technical assistance in Gender and Inclusion to support the functioning of the FCSE in Niger. This role involves conducting in-depth gender and inclusion analyses to identify barriers to girls' access, retention, transition, and success in education. Based on these analyses, the consultant will develop multi-year operational action plans and strategic action plans for integrating gender and inclusion into the National Ten-Year Education and Training Development Plan (PDDEF). The consultant will also develop capacity-building plans for stakeholders, focusing on gender and inclusion issues within socio-cultural and economic realities, and coach a national assistant to facilitate training sessions and ensure structured skills transfer.
Responsibilities
The consultant will be responsible for conducting a comprehensive gender and inclusion analysis, specifically identifying barriers to girls' educational access, retention, transition, and success, and subsequently developing a multi-year operational action plan. They will also perform a gender and inclusion analysis to inform the integration of these principles into the PDDEF using Advanced Participation Methods (MAPs), leading to the development of a strategic action plan. Furthermore, the consultant will create a multi-year operational action plan addressing gender and inclusion for other vulnerable groups. A key responsibility includes developing a capacity-building plan for stakeholders on gender and inclusion, considering local socio-cultural and economic contexts. The consultant will coach the national assistant to deliver training sessions and ensure effective skills transfer to implementation actors at all levels. Additionally, they will develop practical tools, methods, and approaches that are gender and inclusion-sensitive, and ensure that programming documents (DPPD, PAA, PRAA) and reporting documents (RAP, RAE, RRAE) are gender and inclusion-sensitive.
Work Experience
A minimum of 5 years of professional experience in integrating gender and inclusion, preferably within the education sector and humanitarian action. Experience in capacity building, training institutional and community actors, and strong organizational, communication, and work management skills are essential. Experience with joint fund management is an asset.
