Job Purpose

The consultancy aims to assess the feasibility of institutionalizing the Busca Ativa Escolar (BAE) strategy as a national public policy in Brazil. If deemed viable, the consultant will develop a detailed implementation roadmap, outlining the necessary steps, resources, stakeholders, and governance arrangements for its adoption and widespread implementation. This study is crucial for UNICEF's internal advocacy efforts and will inform the planning of the next Country Programme. The goal is to ensure that BAE, which has already demonstrated success in identifying and re-enrolling out-of-school children and adolescents, becomes a sustainable national policy, thereby strengthening Brazil's commitment to inclusive and equitable education for all children.

Responsibilities

Conduct a comprehensive assessment of the feasibility of institutionalizing the Busca Ativa Escolar (BAE) strategy as a national public policy in Brazil. This includes analyzing existing legal frameworks, governmental structures, and political will to support such an initiative. If institutionalization is deemed viable, develop a detailed roadmap for implementation. This roadmap should clearly define the required steps, including legislative actions, administrative procedures, and resource mobilization strategies. Identify key stakeholders at national, state, and municipal levels, and outline their roles and responsibilities in the implementation process. Propose a robust governance structure for the national BAE policy, ensuring coordination and accountability among different government sectors and civil society organizations. Analyze the financial implications and potential funding mechanisms for sustaining the BAE strategy nationwide. Document best practices and lessons learned from the current BAE implementation to inform the national strategy. Prepare a final report detailing the findings of the feasibility assessment and the comprehensive implementation roadmap, to be used by UNICEF for advocacy and strategic planning.

Work Experience

20 years of experience in developing studies on public education policies. Proven experience in developing studies and research on public management and national/subnational public policies, with an emphasis on educational policy. Demonstrated experience in studies/research considering intersectorality and collaboration.
