Job Purpose
The consultant will review and synthesize evidence from selected countries to demonstrate the value of UNICEF's WASH systems strengthening technical assistance to governments over the past 10-15 years. The goal is to identify how UNICEF can enhance its future support to governments, partners, and donors. This evidence synthesis will inform UNICEF's Global WASH Practice, regional, and country offices in communicating the impact of systems strengthening support, improving programme design, guiding donor engagement, and strengthening UNICEF's positioning in a resource-constrained environment. The products will be crucial for enhancing programme design and donor engagement.
Responsibilities
The consultant will design and implement a mixed-methods evidence synthesis to review UNICEF's WASH systems strengthening support in selected countries. This will involve analyzing how support was delivered, the outputs produced, changes in systems and service outcomes plausibly linked to UNICEF's support, and lessons learned to shape future offers. Key activities include developing a detailed workplan, analytical framework, evidence synthesis protocol, country sampling criteria, interview guides, and a data request list. The consultant will also conduct a portfolio and document review of relevant UNICEF global, regional, and country documents, including programme documents, strategy documents, donor reports, evaluations, and sector reviews. Additionally, the consultant will compile and analyze relevant quantitative sources such as WASH Core Standard Indicator values, JMP datasets, GLAAS data, and sector finance data.
Work Experience
A minimum of 5 years of relevant professional experience in WASH systems strengthening, evidence synthesis, or programme evaluation. Experience working with UNICEF or other UN agencies is an asset.
