Job Purpose
The Planning and Monitoring Specialist (P-3, Temporary Appointment) will be based in the Planning, Monitoring and Evaluation (PME) Section, reporting to the Chief of Planning and Monitoring. This role is crucial for strengthening the quality, coherence, and effectiveness of planning and monitoring systems within the UNICEF Burundi Country Office. The specialist will provide technical and coordination support to enable adaptive programme management and ensure accountability for results. Key responsibilities include contributing to country office planning processes, developing the Integrated Monitoring, Evaluation & Research Plan (IMERP), conducting situation monitoring and assessment, overseeing programme performance monitoring, building monitoring capacity, and fostering coordination and networking. The position also involves contributions to evaluation and research activities, supporting the development of the next country programme cycle.
Responsibilities
Contribute to the development and implementation of the Country Office Planning Processes, ensuring alignment with national priorities and UNICEF's global strategies. Lead the development and refinement of the Integrated Monitoring, Evaluation & Research Plan (IMERP), establishing clear indicators and methodologies for tracking progress. Conduct regular Situation Monitoring and Assessment to inform programme design and adaptation, identifying emerging trends and challenges affecting children. Oversee Programme Performance Monitoring, ensuring timely collection, analysis, and reporting of data to assess programme effectiveness and impact. Design and implement strategies for Monitoring Capacity Building for national staff and partners, enhancing their skills in data collection, analysis, and reporting. Foster effective Coordination and Networking with government counterparts, UN agencies, NGOs, and other stakeholders to ensure a cohesive approach to planning and monitoring. Support evaluation and research activities, providing technical input and ensuring evidence-based decision-making. Prepare regular performance reports for internal and external stakeholders, highlighting achievements, challenges, and recommendations. Facilitate the use of data and evidence for adaptive management and improved programme delivery. Contribute to the preparation of the next Country Programme Document (CPD) by providing robust data and analysis.
Work Experience
At least 5 years of relevant work experience in programme planning, monitoring and evaluation, programme management, results-based management, performance monitoring, data analysis, knowledge management, capacity building, coordination, or management reporting.
