Job Purpose
The Bangsamoro Education Reform and Development Plan (BERDP) 2035, developed by the Ministry of Basic, Higher, and Technical Education (MBHTE) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), is a comprehensive strategic framework aimed at transforming the education system. Aligned with the Bangsamoro Organic Law and Sustainable Development Goal 4, it envisions a rights-based, inclusive, and culturally relevant education system. Despite its development, the full operationalization of BERDP 2035 has faced challenges, including an outdated situational analysis, an incomplete Monitoring and Evaluation (M&E) Framework with missing baseline data and targets, and an unaligned Financial Framework. This consultancy aims to address these critical limitations by supporting the operationalization of BERDP 2035, ensuring it is grounded in current realities and effectively guides the transformation of the education sector in BARMM.
Responsibilities
Support the Ministry of Basic, Higher, and Technical Education (MBHTE) in the operationalization of the Bangsamoro Education Reform and Development Plan (BERDP) 2035. This includes updating the situational analysis of the education sector in BARMM using the most recent available data. Assist in the development and completion of the BERDP 2035 Monitoring and Evaluation (M&E) Framework, ensuring baseline data and targets are clearly defined and measurable. Support the revision and alignment of the BERDP 2035 Financial Framework to reflect the current situation and data of the education sector. Collaborate with MBHTE officials, UNICEF education specialists, and other relevant partners to gather necessary information and ensure a participatory approach. Provide technical assistance and recommendations for strengthening the data-driven decision-making processes within the education sector. Contribute to the development of strategies and action plans for the effective implementation of BERDP 2035. Prepare regular progress reports on the operationalization activities and identify any emerging challenges or risks. Facilitate workshops and meetings as needed to advance the BERDP 2035 agenda. Ensure that the operationalization efforts are aligned with UNICEF’s mandate and the Sustainable Development Goal 4.
Work Experience
A minimum of five years of relevant professional experience in education sector analysis, planning, and implementation, preferably in a developing country context. Experience working with government ministries and international organizations is highly desirable. Proven experience in developing and implementing education policies and strategies.
