Job Purpose

The Risk and Compliance Manager will lead the enhancement of risk assurance and compliance efforts within the UNICEF Venezuela country office. This role involves providing specialized expertise, support, and monitoring for risk management practices at process, system, and entity levels. The position is crucial for navigating the complex and fragile humanitarian and operational context in Venezuela, where challenges in basic services, food security, health, protection, and human mobility disproportionately affect children and women. The manager will contribute to UNICEF's mandate of protecting the rights and well-being of children and families by ensuring robust risk management and compliance frameworks are in place, supporting the overall humanitarian response and development efforts.

Responsibilities

The Risk and Compliance Manager will be responsible for leading the strengthening of risk assurance and compliance efforts in the context of the Venezuela country office. Key functions include providing complementary expertise, support, and monitoring related to the management of risk, encompassing the development, implementation, and continuous improvement of risk management practices at process, systems, and entity levels. This involves offering risk management support, compliance support, and fraud risk management support. The role requires providing oversight and advisory services to management, creating awareness, and building capacity in risk and compliance matters. Additionally, the manager will deliver context-specific risk assurance and advisory support, contributing to UNICEF's operational effectiveness and accountability in a challenging environment. This includes ensuring adherence to policies, procedures, and best practices in risk mitigation and compliance.

Work Experience

A minimum of 8 years of continuous professional work experience in Risk and Compliance or a directly related field is required, with several years in internal audit. Experience in financial management, including developing and implementing financial control systems, Enterprise Risk Management (ERM), audits, and internal controls, preferably with international organizations, NGOs, or UN agencies, is essential.
