Job Purpose
UNICEF seeks a consultant to conduct a strategic scoping, impact assessment, and programme design for a potential digital literacy and skills initiative targeting affected communities. This consultancy aims to provide an evidence base to inform UNICEF's decision-making on whether and how to develop, scale, and position such an initiative for future partnerships and investment. The consultant will help answer critical questions regarding the problem to be addressed, target beneficiaries, achievable impact, most effective programme model, required resources and partnerships, and scaling strategies.
Responsibilities
The consultant will undertake a structured scoping exercise to assess the opportunity for a digital literacy and skills initiative for affected communities. This includes defining the potential programme model and identifying expected impact. The consultant will analyze the digital landscape, identifying barriers to digital inclusion and the specific needs of vulnerable communities. They will develop a comprehensive programme strategy, including a Theory of Change, Results Framework, and monitoring approaches. This involves mapping existing ecosystems, identifying key stakeholders, and proposing effective engagement and facilitation strategies. The consultant will also assess resource requirements, potential partnerships, and capabilities needed for successful implementation and scaling. The final output will provide UNICEF with a clear roadmap for potential future programming in this critical area, ensuring alignment with child rights and UNICEF's mandate.
Work Experience
Minimum 8 years of professional experience in digital transformation, digital inclusion, digital literacy, digital skills, or programme design. Demonstrated experience in strategic assessments, ecosystem mapping, programme scoping, and developing programme strategies or implementation frameworks.
