Job Purpose

The International Programme Management Consultant will be responsible for the overall management, coordination, and governance of the joint Programme on Human Rights Phase III (JPHR 3) in Somalia. This role involves ensuring effective results management and implementation oversight, coupled with robust monitoring, evaluation, learning, and reporting mechanisms. The consultant will also oversee financial management, delivery monitoring, and accountability processes. A key aspect of the role is engaging with government entities, partners, and donors to foster collaboration and secure support. Furthermore, the consultant will be tasked with managing risks, ensuring safeguarding protocols are followed, and promoting adaptive management strategies to enhance programme effectiveness and sustainability. The consultancy aims to institutionalize the programme's achievements and ensure a smooth transition for long-term impact.

Responsibilities

The consultant will lead programme management, coordination, and governance for the joint Programme on Human Rights Phase III (JPHR 3). This includes providing strategic direction and ensuring alignment with UNICEF's mandate and the programme's objectives. The role entails overseeing results management and implementation, ensuring that all activities are on track and meet performance indicators. Comprehensive monitoring, evaluation, learning, and reporting are critical, requiring the development and execution of appropriate frameworks. Financial management, including budget tracking and delivery monitoring, along with ensuring accountability for programme resources, will be a core responsibility. The consultant will be responsible for fostering strong relationships and engagement with government counterparts, implementing partners, and donors. Proactive risk management, adherence to safeguarding policies, and the application of adaptive management principles are essential for programme success. Additionally, the consultant will focus on ensuring the sustainability and institutionalization of programme outcomes, facilitating a successful transition to national ownership.

Work Experience

Minimum 8 years of relevant experience in human rights, child protection, governance, or rule of law. Minimum 6 years of programme management experience, preferably in Somalia and in human rights. Proven experience coordinating multi-stakeholder programs with the UN, government, civil society, and donors.
