Job Purpose

The consultancy aims to develop a Strategic Roadmap to enhance UNICEF's global knowledge, learning, and thought leadership in Social and Behaviour Change (SBC) for the prevention of harmful practices like female genital mutilation (FGM) and child marriage. This roadmap will build upon UNICEF's existing investments in evidence, tools, partnerships, and innovative approaches. It will identify key opportunities to improve collaboration, knowledge sharing, innovation, and the effective use of evidence across both global and country-level programmes. The ultimate goal is to support UNICEF's strategic objectives in accelerating the elimination of harmful practices by 2030, reinforcing its position as a global leader and convener in SBC, and providing actionable recommendations for advancing learning, partnerships, visibility, and technical excellence in this critical field.

Responsibilities

Develop a comprehensive Strategic Roadmap for strengthening UNICEF's global knowledge, learning, and thought leadership in Social and Behaviour Change (SBC) related to the prevention of harmful practices such as FGM and child marriage. Conduct a thorough landscape analysis of current SBC strategies, tools, partnerships, and innovative approaches employed by UNICEF and other key stakeholders. Identify gaps and opportunities for enhancing collaboration, knowledge sharing, and the utilization of evidence across UNICEF's global and country programmes. Formulate practical recommendations for advancing learning, fostering partnerships, increasing visibility, and promoting technical excellence in SBC. Facilitate consultations with relevant internal and external stakeholders to gather input and ensure buy-in for the roadmap. Develop high-quality knowledge products, including the roadmap document, synthesis reports, and presentations, tailored for an international audience. Ensure the roadmap aligns with UNICEF's strategic goals for the elimination of harmful practices by 2030 and strengthens its leadership role in SBC. Provide strategic guidance on how to leverage existing investments and resources effectively to achieve the roadmap's objectives. Monitor and report on progress throughout the consultancy period, ensuring timely delivery of all expected outcomes and deliverables as outlined in the Terms of Reference.

Work Experience

Minimum of 5 years of professional experience in social and behaviour change (SBC), social norms, or knowledge management. Demonstrated experience in developing strategic frameworks, learning agendas, or knowledge management initiatives. Experience conducting landscape analyses and stakeholder consultations. Excellent analytical and strategic writing skills. Experience developing high-quality knowledge products for international organizations.
