Job Purpose

The Ministry of Education and Sports (MoES) in Lao PDR, with support from development partners, is implementing initiatives to strengthen teacher professional development through Continuous Professional Development (CPD). While various Management Information Systems (MIS) exist, CPD-related data is not systematically captured or integrated. This consultancy aims to support systems alignment and ensure efficient CPD data management by developing a clear Road Map for a primary teacher CPD management information system (CPD MIS). This Road Map, supported by the Global Partnership for Education (GPE) System Capacity Grant (SCG), will define the concept, purpose, scope, key actions, costs, roles, and timelines for establishing this system, laying the groundwork for its future implementation.

Responsibilities

Develop a comprehensive Road Map for a primary teacher CPD Management Information System (CPD MIS) in Lao PDR. Conduct thorough desk reviews of existing education management information systems (EMIS), personnel management information systems (PMIS), and other relevant data platforms. Engage in robust consultations with line departments within the Ministry of Education and Sports (MoES), development partners (DPs), and key national and sub-national stakeholders to gather requirements and ensure buy-in. Define the conceptual framework for the CPD MIS, including its specific purpose, scope, and functionalities. Outline multi-year key actions and steps required for the establishment and implementation of the CPD MIS. Provide estimated (rough) costs associated with the development and implementation phases. Clearly define roles and responsibilities for all involved parties. Establish realistic timelines for the proposed actions and milestones. Ensure the Road Map aligns with the objectives of the Global Partnership for Education (GPE) System Capacity Grant (SCG) project and contributes to the overall capacity strengthening of MoES for institutionalizing CPD.

Work Experience

Minimum of 5 years of professional experience in education management information systems (MIS), data management, or education sector development. Experience in developing road maps or strategic plans for information systems is highly desirable.
