Job Purpose
The purpose of this assignment is to support the Lead International Consultant in generating high-quality analytical evidence across two priority research areas under the GPE-funded Tech4Ed Initiative, implemented jointly by UNICEF Tajikistan and EdTech Hub. The consultancy is temporary in nature, with clearly defined outputs to be completed within a specified period. The research will focus on (1) the development of an investment case and cost model for a Cluster School Approach (CSA) to school digitalization, and (2) an analysis of innovative connectivity solutions, including mobile and satellite technologies, for internet and intranet access in Tajikistan's schools. This role requires a National Research Consultant to provide time-bound, deliverable-based research and analytical support.
Responsibilities
The National Research Consultant will provide research and analytical support under the GPE-funded Tech4Ed Initiative. Key responsibilities include contributing to the development of an investment case and cost model for a Cluster School Approach (CSA) to school digitalization. Additionally, the consultant will conduct an analysis of innovative connectivity solutions, such as mobile and satellite technologies, to improve internet and intranet access in Tajikistan's schools. This involves generating high-quality analytical evidence, preparing analytical reports, and collaborating with various stakeholders. The consultant will work closely with the Lead International Consultant, UNICEF Tajikistan, and EdTech Hub to ensure the successful completion of defined outputs within the specified consultancy period. The role requires coordinating with government institutions, telecommunication service providers, development partners, and international organizations.
Work Experience
Minimum 5 years of relevant professional experience in digital learning, EdTech, education research, connectivity initiatives, or education sector policy and planning. Demonstrated experience in research, data analysis, policy reviews, and report preparation is required. Experience with government institutions, telecom providers, and international organizations is also necessary.
