Job Purpose
The Operations Officer, under the supervision of the Chief Field Office, serves as a strategic Business Partner, ensuring the optimal utilization of UNICEF assets in line with sound management practices, office priorities, and goals to achieve results for children. The incumbent is accountable for operations functions, driving change, providing risk-informed, solution-focused analysis, advice, and services. This role contributes to programme and management decisions, facilitating the delivery of results for children within specific operational contexts. The Operations Officer will achieve this by providing essential support across various functional areas, ensuring value for money, and contributing to the overall efficiency and effectiveness of the office's operations.
Responsibilities
The Operations Officer is responsible for facilitating services in key operational support areas, including budget management, financial management and reporting, facilities management, administration, supply and logistics management, information and communication technology (ICT), human resources, and safety and security. This involves understanding the office's business needs and proposing viable, cost-effective solutions. The role supports the fundamentals of ICT management, information security, and controls, as well as supply and logistics strategies to meet programmatic requirements while ensuring Value for Money (VfM), including the procurement of appropriate products and services. Additionally, the incumbent supports the management of office premises and facilities, with a focus on inclusive accessibility, eco-sustainability, and common premises. The Operations Officer facilitates business transactions processed by the Global Shared Services Centre (GSSC) from perspectives of efficiency, performance, risk management, and fraud prevention. They also support the country office during external and internal audit reviews, contributing responses to audit observations and monitoring the implementation of recommendations. Where applicable, the role supports the management of Private Sector Fundraising (PSFR) operations. The core focus of all operations functions is built around five pillars: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, and Valuing Partners.
Work Experience
A minimum of one year of professional experience is required in one or more operations management areas, including budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communication technology, or human resources. A foundational understanding of Results-Based Management is also necessary.
