Job Purpose

The Chief Planning and Monitoring is accountable for providing coordination and guidance to UNICEF Sierra Leone programme sections and field offices on programme planning, implementation monitoring, and reporting. This includes oversight for Knowledge Management (KM) and Harmonized Approach to Cash Transfers (HACT) adherence. UNICEF leverages sound data, evidence, and knowledge management to strengthen its role as a knowledge leader, convener, and advocate for children's rights. Strengthening the link between data-driven programming and real-time monitoring enables continuous learning, better realignment of programme priorities, and timely availability of accurate analytics on deprivations affecting children, enhancing evidence-based policies, strategic programming, partnerships, and resource allocation for greater impact.

Responsibilities

The role encompasses several key functions: Programme Planning and Reporting, ensuring that all programmes are planned effectively and reported on accurately. Programme Monitoring involves tracking progress against set objectives and indicators. Programme Assurance guarantees that programmes meet quality standards and compliance requirements. Budget and Contribution Monitoring ensures financial oversight and efficient use of resources. Results-Based Management (RBM) Capacity Development and Quality Assurance focuses on building internal capacity and upholding RBM principles. Coordination and Networking involves collaborating with internal and external stakeholders to achieve programme goals. The Chief will also be responsible for providing technical support for household surveys, designing monitoring strategies using qualitative and quantitative data, and applying theories of change and results frameworks. This includes coordinating nationwide household surveys and ensuring adherence to HACT principles.

Work Experience

At least eight years of relevant professional experience at national and international levels in programme planning, budget oversight, monitoring, and evaluation. Practical experience in monitoring large programmes is essential. Previous experience as Chief P&M or PME is a requirement.
