Job Purpose
The Programme Officer (NO-2) will provide professional technical assistance and support for programme planning and implementation in Venezuela. This role involves data analysis, grant and budget management, and close coordination with Operations to ensure timely and quality programme delivery. The officer will focus on knowledge management, programme development, grant and budget oversight, monitoring and evaluation, and adopting a rights-based and results-based management approach. Additionally, the position requires fostering partnerships, coordination, and collaboration to effectively address the needs of children and adolescents in a challenging context, including humanitarian response efforts.
Responsibilities
Key responsibilities include managing knowledge for programmes, developing and managing programmes, and ensuring the optimum use of program funds through effective grant and budget management. The role involves conducting programme monitoring and evaluations to ensure accountability and impact. A critical aspect is the adherence to a Rights-Based and Results-Based Programme Management Approach. The Programme Officer will also be responsible for establishing and maintaining partnerships, coordinating with stakeholders, and collaborating with national and international actors to advance UNICEF's mandate. This includes contributing to the humanitarian response in Venezuela, particularly in areas affected by emergencies, to support children and adolescents with essential services like health, nutrition, education, and protection.
Work Experience
A minimum of 2 years of relevant work experience is required, including programme management, grant management, budget management, monitoring and evaluation, data analysis, knowledge management, partnership management, donor reporting, child rights programming, and emergency response coordination.
