Job Purpose
This consultancy aims to provide crucial technical support for developing and contextualizing a comprehensive child protection advocacy framework for Punjab, Pakistan. This framework will be aligned with the child protection-related CRC Concluding Observations 2026 and the Child Protection Policy implementation Framework, specifically tailored to the provincial context. A key component involves stakeholder mapping to identify strategic advocacy pathways for increasing public financing for child protection. The consultant will identify key parliamentarians, influencers, and decision-makers who influence child protection budgeting, policies, public resource allocation, and sustainability. The ultimate goal is to translate provincial child protection priorities into practical, actionable strategies that strengthen the child protection system in Punjab, ensuring better outcomes for children.
Responsibilities
The consultant will be responsible for developing a comprehensive child protection advocacy framework, ensuring its alignment with CRC Concluding Observations 2026 and the Child Protection Policy implementation Framework for Punjab. This includes conducting thorough stakeholder mapping to identify key actors in child protection policy and financing, such as parliamentarians, government officials, civil society organizations, and community leaders. The consultant will analyze existing child protection policies, budgets, and financing mechanisms in Punjab to identify gaps and opportunities for increased investment. Based on this analysis, the consultant will develop strategic advocacy pathways and recommendations for increasing public financing for child protection. This will involve drafting advocacy materials, policy briefs, and presentations tailored to different stakeholder groups. The consultant will also facilitate consultations and workshops with relevant stakeholders to gather input and build consensus on the advocacy framework. Furthermore, the consultant will support the contextualization of the framework to address specific challenges in Punjab, including violence against children, child marriage, child labour, and inadequate alternative care systems. The consultant will monitor the implementation of advocacy activities and provide regular progress reports, ensuring timely completion of deliverables within the six-month contract period.
Work Experience
Minimum of 5 years of relevant professional experience in child protection, policy analysis, advocacy, or programme management, preferably in a developing country context. Experience working with government counterparts and international organizations is desirable.
