Job Purpose
Under the supervision of the Deputy Representative Operations, the Finance Officer is responsible for providing support to supervisors and colleagues by administering and executing a variety of professional and technical financial transactions and processes. This role applies theoretical skills and thorough knowledge of organizational goals, objectives, rules, regulations, policies, and procedures to complete tasks. When supervising support staff, the Finance Officer plans and guides work in progress and reviews completed work by subordinate staff to verify accuracy and compliance with International Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulations and Rules, policies, procedures, guidelines, standards of accountability, and ethics. The position supports financial planning and management, control of accounts, treasury and cash management, and knowledge and capacity building within the finance function.
Responsibilities
The Finance Officer will support financial planning and management by assisting in the preparation of budgets, monitoring expenditure against budgets, and providing financial analysis to support decision-making. They will be responsible for the control of accounts, ensuring accuracy and completeness of financial records, reconciling accounts, and managing accounts payable and receivable. Treasury and cash management duties include overseeing cash flow, managing bank accounts, processing payments, and ensuring efficient utilization of funds. The role also involves knowledge and capacity building by providing guidance and training to staff on financial policies and procedures, promoting best practices in financial management, and contributing to the continuous improvement of financial systems and processes. The Finance Officer will ensure compliance with IPSAS, UNICEF Financial Regulations and Rules, and other relevant policies and procedures, and will be responsible for reviewing financial reports and statements for accuracy and completeness. They will also assist in audits by providing necessary documentation and explanations, and contribute to the development and implementation of financial controls.
Work Experience
A minimum of two years of professional experience in financial management or audit is required. Experience in an international organization, large corporation, or UN system agency is preferred.
