Job Purpose
The consultant will strengthen the implementation of UNICEF's policies and strategies for preventing all forms of exploitation, sexual abuse, violence, and rights violations against children, adolescents, and their families. This role aims to promote an organizational culture based on the principle of zero tolerance for sexual exploitation and abuse. The work involves reviewing standards for capacity building, awareness-raising, and programmatic support to define safe reporting mechanisms. It also includes developing prevention and protection actions to be integrated into UNICEF's work plans, reinforcing knowledge and ownership of child safeguarding and PSEA standards. The objective is to develop a framework for safe and protective environments, ensuring programmatic interventions and those of implementing partners effectively incorporate principles of protection, confidentiality, and 'do no harm'.
Responsibilities
The consultant will conduct a technical diagnosis of capacity in Prevention of Sexual Exploitation and Abuse (PSEA) and Safeguarding. This diagnosis will include a risk analysis, review of reporting mechanisms, internal protocols, case management, and the capacities of staff and volunteers. Based on this diagnosis, the consultant will develop an institutional strengthening plan with prioritized recommendations and a roadmap for reporting. This plan will outline mechanisms for reporting and supporting survivors, as well as disciplinary measures, all under the principle of 'do no harm'. The consultant will also contribute to the development of guides or manuals to ensure children and adolescents are protected, even from personnel working on projects or supporting community actions. The work will reflect on actions to strengthen these mechanisms, ensuring the safety and protection of children and adolescents. Furthermore, the consultant will support the integration of safeguarding into development and humanitarian action programs, recognizing child protection as a shared institutional responsibility and an essential component of programmatic quality. The consultant will also promote the transversal incorporation of safeguarding in programs, contributing to a safer, more inclusive response aligned with UN commitments.
Work Experience
A minimum of five years of professional experience in child protection, PSEA, safeguarding, or related fields. Experience in developing and implementing policies and strategies in these areas is essential. Experience working with UN agencies or international organizations is desirable.
