Job Purpose
The purpose of this assignment is to provide technical assistance to the Ministry of Education, Science, and Innovation in Montenegro to develop a detailed costed investment plan for the implementation of the one-shift school model, with a particular focus on selected pilot schools. This plan will encompass required investments in school infrastructure and equipment, provision of free meals, engagement of additional human resources, and institutional reorganization for up to 15 schools. The plan will be based on the Guidance on Implementation of a Full-Day School Approach and aligned with the new National Curriculum Framework, presenting various implementation scenarios, cost estimates, financing options, expected outcomes, risks, and monitoring arrangements.
Responsibilities
Provide technical assistance to the Ministry of Education, Science, and Innovation for the development of a detailed costed investment plan for the one-shift school model implementation. This includes identifying and quantifying investments required in school infrastructure and equipment. Develop potential models for the provision of free meals to students. Assess the need for and propose models for the engagement of additional human resources within schools. Outline necessary institutional reorganizations to support the one-shift model. The plan will cover up to 15 selected schools across Montenegro. Ensure alignment with the Guidance on Implementation of a Full-Day School Approach and the new National Curriculum Framework. Present different implementation scenarios, considering available resources, timelines, cost estimates, financing options, expected outcomes, risks, and mitigation measures. Develop monitoring and evaluation arrangements for the implementation plan. The ultimate goal is to advance educational equity by ensuring more equal access to learning opportunities, support services, nutritious meals, and extracurricular activities for all students, particularly those from disadvantaged and vulnerable groups.
Work Experience
At least five years of experience in economics, education finance, or a relevant field. Experience in public finance, investment planning, or education sector reform is considered an asset.
