Job Purpose

The purpose of this consultancy is to provide high-quality analytical, advisory, and technical support to MoETE to advance evidence-informed decision-making and digital transformation across the education sector. The consultant will support sector analysis, strategic planning, reform implementation, and the development of digital systems and innovations that strengthen data-driven management, coordination, monitoring, and service delivery. This role is crucial for enhancing the efficiency and effectiveness of educational services through data utilization and technological advancements, ultimately benefiting children's learning outcomes and potential.

Responsibilities

Provide high-quality analytical, advisory, and technical support to MoETE to advance evidence-informed decision-making and digital transformation across the education sector. Support sector analysis, strategic planning, reform implementation, and the development of digital systems and innovations. Strengthen data-driven management, coordination, monitoring, and service delivery within the education sector. Conduct comprehensive sector analyses to identify key challenges and opportunities for digital transformation. Develop strategic plans and roadmaps for implementing digital solutions and reforms. Assist in the reform implementation process, ensuring alignment with national education policies and UNICEF's strategic goals. Design and oversee the development of digital systems and innovations to enhance data management and service delivery. Facilitate capacity-building initiatives for MoETE staff on data utilization, digital tools, and evidence-informed decision-making. Coordinate with various stakeholders, including government officials, development partners, and technical experts, to ensure effective collaboration and buy-in. Monitor the progress of digital transformation initiatives and provide regular reports on achievements, challenges, and recommendations. Ensure that all digital transformation efforts are child-centered and contribute to the realization of children's rights.

Work Experience

Minimum of 15 years of progressive professional experience in education sector development, digital transformation, data and evidence systems, or related fields, including work on large-scale national or international programmes. Strong experience in qualitative research, data analysis, and evidence generation.
