Job Purpose
The consultant will provide essential technical support to UNICEF Brazil in Recife for the implementation of the UAPI methodology. This role is crucial for strengthening municipal teams, analyzing key indicators, and understanding local dynamics to refine the UAPI methodology. The consultant will contribute to developing an evaluation and certification framework, creating effective monitoring tools, and establishing an integrated training calendar. A significant aspect of this role involves conducting baseline and intermediate indicator analyses to enhance the quality of early childhood services. The position requires close collaboration with municipal secretariats and local scientific committees to ensure intersectoral coordination and address implementation challenges, ultimately contributing to the rights and full development of young children in Recife.
Responsibilities
Provide technical support to the UNICEF team in Recife for the effective implementation of the UAPI methodology, ensuring seamless integration of health, education, and social services. Assist the UNICEF team in regular technical meetings with municipal secretariats and local scientific committees to foster intersectoral coordination, clarify doubts, and resolve challenges related to the methodology's implementation. Conduct structured field missions to UAPI participating units (UBS, CMEI, CRAS) in Recife, collaborating with the UNICEF team to offer direct support to local teams, strengthen indicator use, and improve service quality. Support the application of the defined methodology and monitoring tools for UAPI implementation, including overseeing the collection and analysis of baseline and intermediate indicators, and providing technical guidance to municipal and UNICEF teams. Aid in structuring an integrated training calendar that aligns with municipal needs and UNICEF guidelines. Produce periodic progress reports in coordination with the UNICEF team in Recife, detailing lessons learned, best practices, and recommendations for enhancing the intersectoral implementation of UAPI. Deliverables include an initial report and work plan, a baseline analysis report, a training schedule and plan, a report on field activities and interim indicators, and a consolidated final report.
Work Experience
A minimum of two years of professional experience in programme support, project coordination, or technical assistance, preferably in early childhood development, public health, or social services. Experience working with government counterparts and local communities is desirable.
