National Consultant - Social Policy and Child Rights Monitoring (SPCRM) for Qualitative Researcher, Yangon, Myanmar (Open to Myanmar Nationals Only)

Job Purpose

The purpose of this consultancy is to provide essential support for qualitative research within the Social Policy and Child Rights Monitoring (SPCRM) section. The consultant will be instrumental in designing research tools, conducting Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) to gather qualitative data, and subsequently collating and analyzing this data. This work will inform operational research and assessments, ensuring that data collection is accurate, ethical, and completed in a timely manner, adhering to approved methodologies. The consultant will contribute to several key research areas, including learning opportunities for children with disabilities, child poverty and vulnerability, last-mile delivery in the MCCT program, and capacity assessments of social protection at sub-national levels.

Responsibilities

The National Consultant will be responsible for several key tasks throughout the 5-month contract. Initially, the consultant will conduct a thorough review of relevant documents and develop fieldwork plans, schedules, and data collection guidelines. This will be followed by supporting the development of fieldwork plans and tools, including finalizing KII and FGD tools for specific programs like MCCT and disability benefit participants, and developing a service mapping methodology. The consultant will then undertake data collection in designated sites, ensuring the use of approved tools and producing fieldwork summary notes with key observations. Data cleaning and organization will be a crucial part of this phase. Subsequently, the consultant will analyze all collected data, contributing to the assembly of analysis for the MCCT program and integrating findings from various research streams, such as the phone survey data for children with disabilities. Finally, the consultant will be responsible for developing and presenting comprehensive final reports for each research exercise, including assessments on connecting children with disabilities to learning and skills development, and finalizing accessibility audit checklists and service mapping protocols.

Work Experience

Demonstrated experience in qualitative data collection (KIIs, FGDs) is essential. Knowledge of social protection or cash transfer programs is preferred. Experience in conducting service mapping within Myanmar, strong facilitation and interviewing skills, and familiarity with Myanmar field contexts and community engagement practices are also required.
