Job Purpose
The Planning, Monitoring & Evaluation Specialist will provide crucial expertise and support for the System Transformation of Education Programme (STEP) in Ethiopia, focusing on girls' education and learning. This role is instrumental in enhancing programme planning, monitoring, evaluation, and reporting, ensuring an equity-focused and results-based approach. The specialist will work collaboratively with the Ministry of Education, UNICEF's Education Team, Regional Education Bureaus, and the GPE Programme Management Office to effectively implement, monitor, and evaluate the STEP programme. A key objective is to strengthen monitoring, evaluation, accountability, and learning (MEAL) mechanisms across the programme, contributing to improved educational outcomes for children in Ethiopia.
Responsibilities
The Planning, Monitoring & Evaluation Specialist will be responsible for the overall planning, engagement, and coordination of the STEP for Girls and Learning Programme with national and regional authorities. This includes managing the programme's implementation, overseeing its budget, and ensuring timely and accurate monitoring and reporting. The incumbent will play a vital role in advocating for the programme, building partnerships with stakeholders, and fostering innovation within the GPE STEP framework. Furthermore, the specialist will contribute to knowledge management and capacity building initiatives for programme staff and partners. Key accountabilities include ensuring that programme activities align with the Global Partnership for Education (GPE) objectives and UNICEF's strategic goals for education in Ethiopia, particularly in challenging contexts. The role requires close collaboration with various units within the UNICEF Ethiopia Education Section to ensure a cohesive and effective approach to programme delivery and evaluation.
Work Experience
A minimum of five years of professional experience in monitoring and evaluation at the national or regional level is required. This experience should encompass areas such as curriculum development, pedagogy, teacher education, quality of education, social development, and management. Familiarity with delivering results in challenging contexts, particularly concerning quality education provision, is also essential.
