Job Purpose
This consultancy aims to provide high-level technical assistance on Technical Vocational Education and Training (TVET) within UNICEF's Skills & Secondary Education global programme. The consultant will support financing, systems strengthening, policy reform, and the scale-up of transformative TVET programmes. This role involves engaging with colleagues across the Global Education Practice, other UNICEF divisions, and external partners like ILO, UNESCO, and the World Bank. The objective is to enhance TVET systems to be more equitable, inclusive, and responsive to labour market needs, ensuring adolescents acquire skills for successful transitions from learning to earning, aligning with Agenda 2030 commitments.
Responsibilities
The consultant will provide technical assistance to strengthen TVET systems, focusing on policy reform, financing mechanisms, and the implementation of innovative TVET programmes. This includes developing and refining strategies for skills development and secondary education, ensuring alignment with Agenda 2030 and national development frameworks. The role involves supporting monitoring, evaluation, research, and learning activities related to TVET initiatives. Collaboration with government bodies, development partners, and the private sector is crucial for building robust skills ecosystems and facilitating school-to-work transitions. The consultant will also contribute to knowledge management and sharing best practices in TVET reform, aiming to improve equitable quality learning and employment outcomes, particularly for marginalized groups, and addressing challenges such as weak labor market intelligence and fragmented governance.
Work Experience
A minimum of 8 years of professional experience in education systems strengthening, with a strong focus on TVET, skills development, and secondary education.
