Job Purpose
This consultancy seeks a National Evaluation Consultant to provide essential in-country research and logistical support for a formative evaluation of the Joint Islamic Development Bank (IsDB) and Global Partnership for Education (GPE) Project in Tajikistan. The project, implemented by UNICEF, spans six years across Phase I and Phase II, focusing on competency-based education reform. The consultant will work under the direct technical guidance of the International Lead Evaluator and administrative supervision of the UNICEF Chief of PME. The primary role is to ensure the evaluation has full access to Tajikistan's evidence base, that data collection adheres to the international standard, and that local language and contextual knowledge are integrated. The evaluation will assess three core CBE reform models: Teaching and Learning Materials for Mathematics and Tajik language, Continuous Professional Learning for teachers, and Pedagogical Practicum for pre-service teacher education.
Responsibilities
The National Evaluation Consultant will provide crucial in-country research and logistical support to the International Lead Evaluation Consultant for the formative evaluation of the Joint IsDB and GPE Project in Tajikistan. This involves ensuring the evaluation team has comprehensive access to all available evidence within Tajikistan. The consultant will be responsible for facilitating data collection processes, ensuring they meet the methodological standards set by the International Consultant. A key aspect of the role is to effectively integrate local language and contextual knowledge into the evaluation process, bridging potential communication and understanding gaps. The consultant will support the assessment of three core competency-based education (CBE) reform models: the Teaching and Learning Materials (TLM) model for Mathematics and Tajik language, the Continuous Professional Learning (CPL) model for in-service teacher development, and the Pedagogical Practicum model for pre-service teacher education. This role is integral to the successful execution of the evaluation, ensuring its findings are robust, contextually relevant, and actionable for improving educational services in Tajikistan.
Work Experience
Minimum of 3 years of experience in research, evaluation, or project support, preferably within the education sector in Tajikistan. Experience with competency-based education or curriculum reform is an asset.
