Organizational Context

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. UNICEF Somalia is the Principal Recipient of the Global Fund for HIV, Malaria and RSSH. The incumbent will work in close coordination with the Global Fund Steering Committee, International Organisations, health authorities, NGOs and other relevant health programmes.

Job Purpose

The Health Specialist reports to the HSS Manager, Malaria, and supports the development and implementation of the GFATM health grant. The role manages implementation, monitoring, evaluation, and reporting of Global Fund grants—particularly malaria and health systems strengthening—providing technical guidance and management support to deliver results aligned with work plans, budgets, RBM approaches, and UNICEF standards. This includes coordination with partners and relevant health authorities/committees to ensure effective programme delivery and achievement of health objectives for children in Somalia.

Responsibilities

Support programme development and planning by contributing to situation analysis and strategic planning for GFATM and the wider health sector, tracking trends, and designing health programme proposals. Define programme goals, objectives, strategies, and implementation plans using RBM. Coordinate with colleagues and partners on priorities and approaches, and support partner capacity building. Provide technical and operational support across programming stages. Manage programme implementation, monitoring, and delivery of results by setting monitoring benchmarks, conducting M&E exercises, and preparing programme budgets consistent with donor conditions. Monitor implementation through field visits and stakeholder updates, identifying and resolving bottlenecks. Produce regular reports, including Global Fund semesterly templates. Provide technical and operational support to government, NGOs, UN, and partners on UNICEF policies and best practices, promoting harmonized approaches. Engage with partners to promote priority health issues and draft policy papers. Support emergency preparedness and response. Build and sustain partnerships with government, stakeholders, and donors, and represent UNICEF in inter-agency planning. Develop partnership documents for Global Fund sub-recipients. Apply innovative approaches, conduct research, and build partner/stakeholder capacity.

Work Experience

At least two years of professional experience in health programme management, including experience in planning, implementing, monitoring, and reporting on health projects, preferably in a developing country context. Experience with Global Fund grants is an asset.
