Job Purpose

The Global Education Practice Data, Economics and Assessment for Learning and Skills Team aims to support governments and partners in ensuring all children acquire foundational learning skills. This involves not only collecting high-quality learning assessment data but also effectively using it to inform policies, programs, and teaching practices. Challenges in translating assessment results into actionable insights persist, making the strengthening of learning assessment data quality, interpretation, and use a key priority for improving education systems and learning outcomes globally.

Responsibilities

The consultant will provide technical expertise to support UNICEF's work on learning and skills assessment and measurement. This includes developing global mappings of best practices in assessment design, implementation, and use. They will document approaches for measuring socio-emotional learning (SEL), transferable skills (including in humanitarian contexts), green skills (environmental knowledge, climate resilience), and digital skills (AI-related competencies). The consultant will also contribute to developing tools, guidance, and capacity-strengthening initiatives to enhance the use of learning assessment evidence for improving educational outcomes in development and humanitarian settings. They will help cultivate consensus on skills taxonomy and provide technical support to up to six countries to strengthen SEL and transferable skills assessments, aiming to improve skills development and inform policy. This involves drawing on global best practices to develop an SEL module for SEA-PLM 2029, working closely with the SEA-PLM Secretariat.

Work Experience

At least six years of professional experience in learning assessment and skills measurement, including assessment design and implementation, framework development, and data analysis.
