Job Purpose
The Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of a field office within a country programme, under the guidance of the Chief Field Operations. The CFO represents UNICEF in their Area of Responsibility, leading and overseeing various program sectors and operational service teams to ensure the delivery of quality results aligned with UNICEF’s cooperation program, country program management plan, and the Representative’s vision. In fragile and humanitarian contexts, UNICEF action is guided by its global Policy and Framework for humanitarian action: the Core Commitments for Children in Humanitarian Action. The role is crucial for ensuring effective UNICEF presence, staff, and asset management, driving knowledge management for programs, and overseeing program development, management, monitoring, and evaluation.
Responsibilities
The Chief Field Office (CFO) is responsible for the effective management of UNICEF presence, staff, and assets within their designated area. This includes ensuring robust knowledge management for all programs and overseeing the entire lifecycle of program development and management. The CFO must ensure the optimum use of program funds and conduct thorough program monitoring and evaluations. A key aspect of the role is implementing a rights-based and results-based program management approach, focusing on national and local capacity building and sustainability. The CFO will champion a rights perspective and engage in advocacy at national, community, and family levels. Furthermore, the position requires fostering strong partnerships, coordination, and collaboration with various stakeholders to achieve UNICEF's objectives. In humanitarian contexts, the CFO ensures adherence to UNICEF’s Core Commitments for Children in Humanitarian Action.
Work Experience
A minimum of 5 years of professional work experience in programme management, planning, monitoring and evaluation, project administration, or another relevant area is required.
