Organizational Context
In Bolivia, thousands of children and adolescents (NNA) remain in institutional care, facing prolonged separation from their families and communities. A report by the Ombudsman's Office, with UNICEF's technical support, identified significant limitations in care quality, supervision, and family reintegration processes for approximately 5,345 NNA in care centers nationwide.
Job Purpose
This consultancy aims to provide specialized technical assistance to the Vice-Ministry of Equal Opportunities, Decolonization, and Depatriarchalization, in coordination with the Ombudsman's Office and its Departmental Ombudsman Delegations. The primary goal is to support the monitoring and follow-up of recommendations from the Ombudsman's report concerning the right of children and adolescents to live in a family environment. This involves strengthening inter-institutional coordination, adapting regulations, and implementing mechanisms to ensure this right is upheld. The consultancy will contribute to the sustainability of Departmental Inter-institutional Tables on the Right to Live in a Family, promote subnational regulations and guidelines, generate evidence for policy improvements, and enhance the quality of care in reception centers through technical supervision and institutional support.
Responsibilities
Provide technical assistance to the Vice-Ministry of Equal Opportunities, Decolonization, and Depatriarchalization, in coordination with the Ombudsman's Office, for monitoring and following up on the Ombudsman's recommendations related to the right of children and adolescents to live in a family. This includes systematizing progress, identifying gaps and challenges at different government levels, and incorporating gender and intersectionality into the analysis of recommendations. Strengthen the articulation and sustainability of Departmental Inter-institutional Tables on the Right to Live in a Family, fostering coordination among protection system actors, justice system, and subnational governments to promote family reintegration and shared responsibility for care. Support the socialization, adaptation, and implementation of regulations, guidelines, and technical tools related to family visits, family reintegration, independent living support, and care models in reception centers, adhering to human rights and comprehensive protection standards. Generate technical evidence for advocacy and policy improvement, and contribute to the strengthening of the quality of care and management in reception centers through technical supervision, institutional accompaniment, and inter-institutional coordination.
Work Experience
Minimum of 5 years of professional experience in child protection, family law, social policy, or a related area. Experience in monitoring and evaluating recommendations, and working with governmental and non-governmental organizations is essential.
