Job Purpose
The International Consultant for Protection of Sexual Exploitation and Abuse (PSEA) in Conakry, Guinea, will provide technical support for the implementation of UNICEF Guinea's PSEA Action Plan. This role involves coordinating UNICEF's leadership within the United Nations PSEA Network in Guinea, ensuring the effective implementation and dissemination of inter-agency PSEA Standard Operating Procedures (SOPs), reporting mechanisms, and referral pathways. The consultant will also strengthen safeguarding and PSEA risk mitigation measures across UNICEF programmes, operations, and with implementing partners. This includes conducting risk assessments, designing and facilitating training, and supporting the establishment of confidential reporting mechanisms.
Responsibilities
The consultant will lead and provide technical support for the implementation of UNICEF Guinea's PSEA Action Plan. They will coordinate UNICEF's leadership role within the United Nations PSEA Network in Guinea, preparing and following up on inter-agency meetings and workplans. Support will be provided for the implementation, dissemination, and periodic review of inter-agency PSEA Standard Operating Procedures (SOPs), reporting mechanisms, and referral pathways. Coordination with WFP on the CFM system is also a key responsibility. The consultant will strengthen safeguarding and PSEA risk mitigation measures across UNICEF programmes, operations, and with implementing partners, conducting or supporting SEA risk assessments and partner capacity assessments. They will design, facilitate, and evaluate PSEA training and awareness sessions for various stakeholders and support the establishment of safe, confidential, and survivor-centred reporting and complaint mechanisms. Technical advice will be provided to ensure PSEA integration across UNICEF programme sectors and cross-cutting initiatives. Finally, the consultant will monitor PSEA activities, document progress, identify gaps, recommend corrective actions, and prepare technical reports and other required documentation.
Work Experience
A minimum of 5 years of professional experience in protection, human rights, humanitarian affairs, or a related field, with a focus on preventing and responding to sexual exploitation and abuse. Experience in coordinating inter-agency initiatives and conducting training is highly desirable.
