Job Purpose
This consultancy aims to provide crucial technical support to the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration (MoLMCFAGA) in Nepal for the effective implementation of the Multi-Sectoral Nutrition Plan (MSNP)-III. The role will focus on strengthening governance mechanisms, institutional capacity, and coordination across federal, provincial, and local government levels. The consultant will ensure alignment of MSNP interventions with national policies, promote data-driven decision-making, and support evidence-based planning and budgeting. This position is vital for achieving the objectives of MSNP-III, building on past successes and accelerating progress towards SDG 2030 targets, with financial support from the European Union.
Responsibilities
Provide technical assistance to MoLMCFAGA for the implementation of MSNP-III, focusing on governance, institutional capacity, and coordination at all government levels. Facilitate the alignment of MSNP interventions with national policies and strategies. Enhance data-driven decision-making processes by supporting the development and use of robust monitoring and evaluation systems. Support evidence-based planning and budgeting for nutrition-specific and nutrition-sensitive interventions. Strengthen coordination mechanisms between different government ministries, provincial bodies, and local governments involved in MSNP-III. Contribute to capacity-building initiatives for relevant stakeholders at federal, provincial, and local levels. Support the scaling up of key priority nutrition interventions and nutrition-friendly governance mechanisms. Ensure quality reporting on progress and outcomes related to MSNP-III implementation. Liaise with UNICEF, NPC, EU, and other relevant partners to ensure effective collaboration and achievement of Disbursement Linked Indicators (DLIs).
Work Experience
A minimum of five years of professional experience in health, nutrition, governance, social development programme planning, or social and behavior change. At least three years of progressively responsible experience in health or nutrition programme planning, development, and management at the federal level. Demonstrated experience in planning, programming, and implementing MSNP or comparable multi-sector nutrition programmes at the national level, including stakeholder coordination and local governance engagement.
