Job Purpose
The international consultant will be primarily responsible for developing a national strategy for girls' education and its implementation tools. This involves creating a concept note for review and validation by UNICEF, MINEDU-NC, and the national technical team, including a roadmap, activity timeline, and the framework for the strategy document and implementation tools. The role also requires evaluating the implementation of the previous national strategy (2015-2020) by assessing qualitative and quantitative performance, documenting lessons learned, strengths, weaknesses, constraints, and opportunities. A thorough documentary review, analysis of past experiences, and assessment of the institutional, legislative, and legal environment related to gender promotion and girls' schooling in the Congolese education system are also key components.
Responsibilities
The consultant will develop a draft of the revised strategy document, a budgeted operational plan for its implementation, and a policy brief for resource mobilization to support the strategy's execution. This includes elaborating a concept note detailing the roadmap, activity timeline, and the structure of the strategy document and its implementation tools, ensuring alignment with UNICEF, MINEDU-NC, and national technical team requirements. A comprehensive evaluation of the 2015-2020 national girls' education strategy is required, analyzing its implementation based on the established logical framework and performance indicators. This evaluation must document lessons learned, identify strengths and weaknesses, and outline constraints and opportunities. A documentary review, including an analysis of lessons learned and best practices from previous initiatives, alongside an assessment of the institutional, legislative, and legal context concerning gender and girls' education in the DRC, is crucial. Finally, the consultant will draft the revised strategy document, develop a detailed, budgeted operational plan for its implementation, and create a policy note to guide resource mobilization efforts.
Work Experience
Requires at least 5 years of professional experience and knowledge in the education sector in the DRC, with proven experience in quantitative and qualitative analysis, gender issues in the DRC, monitoring and evaluation, program management, and data collection/management. Experience in report writing and developing action plans is desirable.
