Job Purpose
The Digital Education Strategy Consultant will be responsible for reviewing and analyzing existing national education policies, strategies, and digital initiatives in Sudan. This role involves identifying global, regional, and comparable country best practices in digital education to inform the development of a new strategy. The consultant will conduct inclusive consultations with key stakeholders across all levels to ensure the strategic framework and implementation roadmap (2027–2032) are aligned with national priorities and international standards. A key objective is to build consensus among stakeholders and facilitate ownership of the digital education strategy, ensuring its successful adoption and implementation for the benefit of children in Sudan.
Responsibilities
The consultant will conduct a comprehensive review and analysis of current national education policies, strategies, and digital initiatives within Sudan. This includes identifying and documenting global, regional, and country-specific best practices in digital education that are relevant to the Sudanese context. A critical part of the role involves organizing and facilitating inclusive consultations with a diverse range of stakeholders, including government officials, educators, technology providers, and community representatives, at all levels. Based on the findings and consultations, the consultant will develop a robust strategic framework and a detailed implementation roadmap for digital education, covering the period 2027–2032. This framework must ensure alignment with Sudan's national development priorities and adhere to international standards for digital education. The consultant will also be responsible for building consensus among stakeholders, fostering a sense of ownership, and presenting the final strategy and roadmap for approval and adoption.
Work Experience
At least five years of professional experience in strategy generation and coordination, with familiarity in developing project monitoring frameworks and/or monitoring and evaluation tools. Experience in teaching with education technology/blended learning is an asset. Proven experience in leading multi-stakeholder consultations and developing national or large-scale education strategies is required.
