Job Purpose
The Evaluation Office of UNICEF is undertaking a comprehensive evaluation of child protection systems strengthening for the prevention of and response to violence against children and women. This evaluation is a critical component of the UNICEF Plan for Global Evaluations 2026–2029, addressing a significant program area for the organization. It aims to generate independent evidence on the effectiveness of UNICEF's approach, providing accountability and informing future programming, policies, and resource mobilization to align with the Strategic Plan 2026–2029. The evaluation will assess relevance, coherence, and effectiveness, identifying key investments and conditions that contribute to improved child protection systems and generating actionable lessons for organizational learning and adaptation.
Responsibilities
The Evaluation Thematic Lead on Violence against Children will provide essential thematic leadership for the evaluation. This includes contributing to the development and refinement of evaluation plans, methodologies, and final products, ensuring the robust integration of violence against children programs and child protection systems strengthening strategies. The consultant will ensure thematic insights and analytical depth across two key workstreams: synthesizing existing evaluations of violence programs within UNICEF (workstream 1) and evaluating the effectiveness of child protection systems strengthening for preventing and responding to violence against children and women (workstream 2). Responsibilities encompass providing thematic leadership in designing and implementing evaluation plans and products, contributing to the drafting of reports, validating findings, and supporting the dissemination of results. This includes refining the evaluation framework, theory of change, and questions; ensuring thematic quality in data collection and analysis; leading substantive analysis for violence against children and child protection systems strengthening; and contributing to final reporting and communication strategies.
Work Experience
A minimum of 5 years of relevant professional experience in evaluation, child protection, violence prevention, or related fields. Experience in leading or contributing to large-scale evaluations is essential.
