Job Purpose
The Evaluation Office of UNICEF is conducting an evaluation of child protection systems strengthening for the prevention of and response to violence against children and women, as part of the UNICEF Plan for Global Evaluations 2026–2029. This evaluation is crucial given the extensive child rights deprivations addressed by UNICEF programmes, the significant investment involved, and the strategic importance of violence prevention and response. The evaluation aims to provide accountability and generate learnings to guide adjustments in programmes, policies, and resource mobilization, ensuring better alignment with the Strategic Plan 2026–2029. It will produce independent evidence on the results of UNICEF’s child protection systems strengthening (CPSS) approach, focusing on outcome-level changes during the UNICEF Strategic Plan 2022–2025, while also looking ahead to inform the 2026–2029 period.
Responsibilities
The Evaluation Thematic Lead will be responsible for guiding the evaluation of UNICEF's child protection systems strengthening (CPSS) approach for the prevention of and response to violence against children and women. This includes assessing the relevance, coherence, and effectiveness of UNICEF's approach and country programme performance. The Lead will identify which UNICEF investments and conditions are associated with progress towards higher maturity levels of child protection systems. Furthermore, the role involves identifying good practices and actionable lessons to inform the refinement and adaptation of strategies and programmes. The evaluation will focus on outcome-level changes during the UNICEF Strategic Plan 2022–2025 and incorporate a forward-looking perspective to inform the 2026–2029 period. The Lead will ensure the generation of independent evidence and contribute to accountability and learning processes within the organization.
Work Experience
A minimum of 5 years of professional experience in evaluation, child protection, or related fields. Experience in leading complex evaluations is essential.
