Job Purpose
UNICEF supports governments and partners in strengthening education systems and improving learning outcomes, especially in crisis-affected areas. As crises escalate, education systems need to be resilient and prepared for shocks. Mainstreaming Education in Emergencies (EiE) into sector planning is crucial for learning continuity and inclusion of vulnerable children. This role provides technical assistance to integrate EiE into education sector planning, ensuring risk-informed, crisis-sensitive plans aligned with priorities like climate change and digital learning, and fostering stronger links between humanitarian response and long-term system transformation.
Responsibilities
Provide technical assistance to countries on mainstreaming Education in Emergencies (EiE) into education sector planning processes, supporting them throughout the planning cycle and integrating cross-cutting priorities. Work remotely under the supervision of the Senior Education Adviser, collaborating with other pillars to ensure alignment between sector planning, reform prioritization, evidence generation, and financing analysis. Support the integration of risk-informed, crisis-sensitive, and resilience-focused approaches into education planning and policy. Assist countries in mainstreaming EiE into frameworks covering preparedness, response, recovery, and continuity of learning. Leverage understanding of global education architecture and financing mechanisms (GPE, ECW) for sector planning. Engage with governments, UNICEF country offices, regional organizations, and development partners in low- and middle-income countries, including fragile and crisis-affected contexts. Facilitate multi-stakeholder technical working groups, consultations, and policy dialogue processes to advance EiE mainstreaming.
Work Experience
Minimum of 10 years of progressively responsible experience in education sector planning, policy development, systems strengthening, and Education in Emergencies (EiE) or humanitarian programming. Demonstrated experience supporting governments and development partners in education sector analyses, plans, and reforms, particularly in humanitarian settings.
