Job Purpose
The purpose of this consultancy is to finalize, validate and scale an innovative, accessible and user-friendly community monitoring package. This package will enable communities and implementing partners to monitor behavioural drivers, social norms, and behavioural outcomes related to harmful practices such as female genital mutilation (FGM) and child marriage. The consultancy will improve the methodological rigour, usability, and practical application of the tools through additional pilot testing, refinement, and documentation. This role builds upon UNICEF's significant investments over the past five years in developing evidence, tools, methodologies, and guidance to strengthen the design, implementation, and measurement of SBC interventions to end harmful practices.
Responsibilities
Finalize, validate, and scale an innovative, accessible, and user-friendly community monitoring package for social and behaviour change (SBC) interventions. Improve the methodological rigour, usability, and practical application of the monitoring tools through additional pilot testing and refinement. Document the finalized community monitoring package, ensuring clarity and ease of use for implementing partners and communities. Conduct further pilot testing of the monitoring tools in relevant contexts to gather feedback and identify areas for improvement. Refine the tools based on pilot testing results and expert consultations. Develop comprehensive guidance and training materials for the effective implementation of the monitoring package. Collaborate with UNICEF country offices and implementing partners to ensure the successful adoption and scaling of the tools. Contribute to the evidence base on monitoring and measurement of SBC interventions, particularly concerning harmful practices like FGM and child marriage. Support the integration of the monitoring package into existing UNICEF programming and frameworks. Provide technical guidance and support to stakeholders on the use of the monitoring tools. Ensure the scalability and sustainability of the community monitoring package beyond the consultancy period.
Work Experience
At least 5 years of professional experience in social and behaviour change programming, monitoring and evaluation, or a related field. Experience in developing and implementing monitoring tools for social norms and behaviour change interventions is highly desirable. Experience working with international organizations or NGOs in developing countries is an asset.
