Job Purpose
This consultancy aims to conduct a desktop market assessment for the Sanitation Programme Facility (SPF) in Kenya. The assessment will generate crucial market evidence to inform the SPF's parameters, providing data for risk assessment by guarantors and guiding financing partners' loan allocations. The primary focus is to clarify the scale of financing the market can absorb, the number of households and enterprises reachable, and the affordability gap that a guarantee would need to address. The objective is to produce a desk review assessment that gathers, analyzes, and consolidates existing documentation and data to inform the scale of financing required, the size of the addressable market, the affordability gap, and the implied value of the guarantee needed to unlock lending, ultimately recommending the scope and scale of the SPF in Kenya.
Responsibilities
The consultant will be responsible for conducting a comprehensive desk review assessment to gather and analyze existing documentation and data related to the sanitation market in Kenya. This includes identifying and consolidating information on the scale of financing required and the size of the addressable market for sanitation products and services. The consultant will also analyze the affordability gap for households and enterprises and determine the implied value of the guarantee needed to unlock lending for sanitation initiatives. Furthermore, the consultant will assess the sanitation value chains in Kenya and understand the financial mechanisms currently in place or needed for sanitation. Based on the findings, the consultant will provide recommendations on the optimal scope and scale of the Sanitation Programme Facility (SPF) in Kenya. The consultant must demonstrate a proven ability to conduct desk-based research, perform analytical synthesis, and analyze policy and regulatory frameworks relevant to the WASH sector, particularly sanitation. All deliverables must be prepared in English, ensuring high-quality analytical reports suitable for decision-making.
Work Experience
Minimum 10 years of relevant experience in WASH sector analysis (especially sanitation), financial inclusion, microfinance, and Market-Based Sanitation (MBS) activities & assessments. Proven experience in desk-based research, analytical synthesis, and policy/regulatory analysis is required. Strong understanding of sanitation value chains in Kenya and financial mechanisms for sanitation is essential.
