Job Purpose
The Office of Internal Audit and Investigations (OIAI) is responsible for investigating allegations of corrupt and fraudulent practices, as well as misconduct involving UNICEF staff, consultants, non-staff personnel, and institutional contractors. The Investigations Manager, based in Nairobi, will conduct complex and sensitive investigations, providing management and technical oversight to investigative capacity, including through matrix management. This role is crucial for ensuring the integrity of UNICEF's operations and upholding its commitment to protecting children's rights and potential by addressing all forms of misconduct, including fraud, corruption, harassment, abuse of authority, and violations of regulations and standards of conduct.
Responsibilities
The Investigations Manager will undertake preliminary assessments and plan investigations, identifying appropriate strategies, methodologies, and resource needs. This includes conducting informal discussions, formulating investigation plans, and coordinating investigative inputs from various personnel under matrix management, ensuring clear roles and quality standards. The manager will lead investigations in accordance with established standards, policies, and procedures, personally conducting investigations to ensure timeliness and quality. A key function is managing the Sexual Misconduct Portfolio, providing technical oversight to investigators handling complaints of sexual harassment, exploitation, and abuse, ensuring a victim-centred and trauma-informed approach. This involves supervising, mentoring, and providing quality assurance to team members, managing caseloads, and escalating complex matters. The role requires liaising with internal stakeholders while preserving independence and confidentiality, and contributing to policy development. Finally, the manager will prepare detailed investigation reports and closure documents, ensuring accurate data input into the investigations database.
Work Experience
A minimum of five years of progressively responsible professional experience in conducting complex investigations, preferably within an international organization or a similar context. Experience in managing investigative teams and handling sensitive cases, particularly related to sexual misconduct, is highly desirable.
