Job Purpose
The consultant will conduct a comprehensive, systemic, and evidence-based diagnosis to identify, document, and analyze critical gaps between the current Hospital Management Model (MGH) (2015) and the demands of the current health environment. This includes ensuring the continuity of essential services during health emergencies and incorporating lessons learned from the COVID-19 pandemic. The goal is to provide a technical basis for decision-making in the update phase of the model and its prioritized operational technical documents, within the framework of Integrated Health Service Networks (RISS) and the Pandemic Fund Project.
Responsibilities
Conduct a comprehensive, systemic, and evidence-based diagnosis to identify, document, and analyze critical gaps between the current Hospital Management Model (MGH) (2015) and the demands of the current health environment. This includes ensuring the continuity of essential services during health emergencies and incorporating lessons learned from the COVID-19 pandemic. Provide the technical basis for decision-making in the update phase of the model and its prioritized operational technical documents, within the framework of Integrated Health Service Networks (RISS) and the Pandemic Fund Project. Analyze the current MGH, identify strengths, weaknesses, opportunities, and threats. Propose recommendations for updating the MGH to align with current health sector needs and international best practices. Develop detailed technical documents and reports as required by the Terms of Reference. Facilitate consultations with institutional stakeholders, including interviews, focus groups, and surveys. Ensure the diagnosis is evidence-based and utilizes both quantitative and qualitative research methods. Collaborate with relevant UNICEF sections and government counterparts throughout the consultancy.
Work Experience
At least 5 years of professional experience in public or private health sector organizations, preferably in hospital settings and second-level care. Experience in diagnosing hospital management models, developing hospital guidelines, and conducting institutional diagnoses is required.
